CITY CAMPUS STUDENT RESIDENCE – INTERNAL REGULATIONS
ARTICLE 1 – LIVING TOGETHER AT THE RESIDENCE
GENERAL PRINCIPLES
Life in the residence is a shared experience. Each resident must take responsibility for following these house rules to avoid conflicts and ensure a harmonious living environment.
Students must treat fellow students and staff with respect and consideration at all times.
It is recommended to appoint a cluster representative. The cluster representative helps organize daily life in the residence and serves as a direct contact person for the caretakers and co-residents.
PEACEFUL ENJOYMENT AND NOISE DISTURBANCE
All tenants must respect the peace and privacy of their neighbors and fellow residents.
Between 10 p.m. and 7 a.m., any form of noise disturbance, whether inside or outside the building, is strictly forbidden.
Residents are not allowed to organize parties within the residence.
ARTICLE 2 – TENANT’S RESPONSIBILITY
2.1 GENERAL RULES
The tenant must immediately report any damage to their room/studio or to common areas to City Campus. Any issues that put other rooms at risk, such as bed bugs, must be reported immediately for remedial action to be taken.
Any malfunction of the installations (electricity, plumbing, fire detection, etc.) must be reported without delay to the caretakers.
2.2 DAMAGE TO THE RENTED UNIT
Any damage occurring during the rental period and for which the tenant is responsible will be repaired by City Campus at the tenant’s expense. The tenant must pay these costs upon first request. If the room is shared by several tenants, they will be jointly and severally liable for the repair costs.
2.3 DAMAGE TO COMMON AREAS
In case of damage to the common areas and if the responsible person is not identified, all tenants will share the repair costs equally. This includes blocked drains in shared showers and kitchens, excessive damage to walls and furniture.
ARTICLE 3 – ACCESS BY THIRD PARTIES
It is forbidden to allow persons not listed in the rental contract to stay in the room/studio for an extended period, to sublet the unit, or to transfer the lease.
Visitors are allowed as long as the tenant is present in person. Keys or access badges may not be handed to third parties. The tenant is fully responsible for any damage or loss caused by their visitors.
Do not allow someone into the building unless you can confirm they are a resident.
ARTICLE 4 – MAINTENANCE
4.1 GENERAL RULES
Tenants must use and maintain both private and shared spaces responsibly and with care.
4.2 USE OF THE ROOM/STUDIO
4.2.1. The tenant is responsible for daily cleaning and maintenance of their room/studio.
4.2.2. The room/studio must be properly ventilated.
4.2.3. Energy consumption costs are paid by the tenant through the fixed monthly charge. Unnecessary use should be avoided. Heating and lights must be turned off when leaving.
4.2.4. At the end of the rental contract, the room must be returned in its original furnished condition. Cleaning, repainting, and minor repairs (e.g., damage from nails, tacks, or tape) must be done by the tenant before departure. Otherwise, repair costs will be charged.
4.3 USE OF COMMON AREAS
4.3.1. Tenants are responsible for keeping shared areas tidy on a daily basis. Floors and surfaces in these areas will be cleaned at least twice a month by City Campus. If the common areas are left untidy, the cleaning team will not proceed.
4.3.2. Personal items (shoes, scooters, doormats, etc.) must be stored in the tenant’s room and not in common areas, hallways, or emergency exits. According to fire safety regulations, these spaces must remain clear at all times. Any items left there may be removed without return.
4.3.3. To help reduce shared energy costs, tenants are asked to switch off heating and lights when leaving their rooms.
4.4 USE OF THE KITCHEN
4.4.1. Tenants are responsible for maintaining kitchen hygiene. Dishes must be washed immediately after use; kitchen appliances, cooktops, counters, and sinks must be cleaned; and no food or dirt should be left behind. Only the coffee machine and boiler may remain on the counters. Sponges and dish soap must be stored under the sink.
4.4.2. Tenants must keep the refrigerator and freezer clean and remove expired food. Taking other tenants’ food is not permitted.
4.4.3 Food must not be put down the sink drains, this will causes blockages and students will be required to collectively contribute to a plumber visit.
4.5 USE OF THE BATHROOM
4.5.1. After each use, the tenant must clean the shower and/or sink and remove any hair. Drains must be maintained to prevent clogging, in both shared and private bathrooms.
4.5.2. Only toilet paper may be flushed down the toilet. No wipes, sanitary pads, or other items should be disposed of there.
4.5.3. The bathroom must be properly ventilated to prevent mold.
4.6 USE OF OUTDOOR AREAS
4.6.1. It is forbidden to access the roof, or to place waste or materials there.
4.6.2. Barbecues are not allowed inside the building, in the courtyard, on rooftops, or terraces.
4.7 USE OF SHARED VACUUM CLEANERS
Vacuum cleaners are available on each floor for residents to maintain their rooms and common areas. Each tenant must handle the equipment with care and comply with the following rules:
Vacuum cleaners must be returned to their designated storage area immediately after use.
After use, the tenant must empty the dust container or bag and ensure the device is left clean.
Do not vacuum liquids, ashes, or any objects that could damage the appliance.
Any malfunction or damage must be reported immediately to the caretaking staff.
Damage resulting from misuse or negligence will result in a fixed fine of €50 or billing of the repair or replacement cost.
Proper use of this shared equipment is part of the mutual respect and collective responsibility expected from all residents.
ARTICLE 5 – WASTE MANAGEMENT
All tenants must sort their waste in accordance with Brussels regulations. Garbage bags must be securely closed and placed in the designated bins.
Kitchen bins must be emptied as soon as they are full, without waiting for the next collection.
Fines for improper sorting or hygiene violations will be charged to the tenants.
Only waste collected inside the building may be put into the designated bins. No external waste may be put in the bins.
ARTICLE 6 – USE OF ELECTRICAL APPLIANCES
Without prior written authorization from City Campus, it is strictly forbidden to install in the room/studio any of the following: microwave, oven, refrigerator, freezer, electric stove, air conditioning unit, space heater, alarm system, satellite dish, dryer, washing machine, sandwich maker, toaster, iron, rice cooker, etc.
Cooking is strictly forbidden in rooms unless a proper kitchenette is provided. Cooking is only permitted in the designated shared kitchen.
The use of deep fryers, gas, or liquid-fuel heaters is prohibited at all times.
ARTICLE 7 – FURNITURE
At the end of the rental contract, the tenant must remove all personal furniture, appliances, and mattresses, as stated in the rental agreement, and return the City Campus furniture in good condition.
Furniture belonging to the common areas must not be moved into private rooms.
ARTICLE 8 – KEYS AND LOCKS
8.1 KEY MANAGEMENT
It is forbidden to mark keys with the address or room number or to make duplicates. In case of key loss, an administrative fee of €130 will be charged. For a lost badge, the fee is €20.
If the tenant fails to return all keys at the end of the contract, the lock will be replaced, and €275 will be charged.
8.2 DOOR ACCESS
To allow maintenance and technical work and to ensure security, tenants are not allowed to change locks or block access to the building.
City Campus will never enter a tenant’s room without prior written notice, except in emergencies.
ARTICLE 9 – NO SMOKING POLICY
Smoking is strictly prohibited throughout all City Campus buildings, including rooms and common areas. A €250 fine will automatically apply in case of violation. Cleaning, deodorizing, and repainting costs will also be charged to the tenant. The possession or use of drugs in the building is strictly forbidden.
Smoking areas must be kept clean, and cigarette butts must be disposed of properly in ashtrays that are provided in the outside spaces. No cigarette buts should be left on the floor. A €50 fine will be imposed on students who do not follow this rule. Additional cleaning fees may apply if these hygiene rules are not followed.
ARTICLE 10 – BIKE GARAGE
It is forbidden to park bicycles or other vehicles (scooters, e-scooters, skateboards, etc.) anywhere other than designated storage areas. At the end of the rental contract, all bicycles must be removed. Any bicycle left behind will be removed by City Campus and an administrative fee of €100 per item will be charged.
Clean and neatly stored food delivery bags or boxes are allowed in the garage. However, storing clothes, trash, or personal items unrelated to bikes or deliveries is strictly forbidden.
Improper items will be removed without notice or compensation.
ARTICLE 11 – EXTERIOR DOORS
All exterior doors providing access to the building must remain closed at all times. If a door does not close properly, it must be reported to City Campus immediately.
For their own safety and that of others, tenants should never leave the entrance door open or allow entry without verifying who is at the door.
ARTICLE 12 – FIRE SAFETY
12.1. Fire alarms, emergency lights, extinguishers, and fire doors are provided for residents’ safety. They must not be damaged or tampered with.
12.2. In case of an alarm, check the situation immediately. Review safety rules and evacuation plans beforehand. Notify City Campus of any (false) alarm.
12.3. The use of fire alarms, extinguishers, ladders, or emergency exits for any reason other than a real emergency is strictly prohibited. Misuse will result in charges to the tenant.
12.4. Fire doors must never be blocked. Any damage must be reported immediately.
12.5. Stairways, evacuation routes, and emergency exits must remain clear at all times.
12.6. For fire safety reasons, it is strictly forbidden to use candles, incense, or any product that produces smoke, heat, or an open flame, whether in rooms or in shared areas.
Any violation may result in a €150 fine, and repeated offences may lead to the termination of the rental agreement for serious breach of safety rules.
ARTICLE 13 – MAIL AND PARCELS
13.1 Tenants must indicate their full address (name, building, room number) for all mail and deliveries.
13.2 The City Campus office does not handle or store personal mail or packages. City Campus cannot be held responsible for any loss, theft, or refusal of deliveries.
If the tenant is absent, parcels should be delivered to a nearby collection point.
ARTICLE 14 – BREACH OF CONTRACT
Any damage resulting from non-compliance with these regulations or the rental agreement will be charged to the tenant.
Violations of the internal regulations are considered a serious breach and may result in judicial termination of the contract at the tenant’s expense, including compensation equal to two months’ net rent.
ARTICLE 15 – FINAL PROVISION
Community life is based on mutual respect among residents and toward cleaning and maintenance staff. Each resident agrees to keep the premises clean, orderly, and pleasant for everyone.
Kindness, courtesy, and shared responsibility are essential to a positive living environment. City Campus aims to maintain a friendly and open atmosphere while ensuring compliance with shared rules.
